The song Natu-Natu in the film RRR was shot in Kiev, the capital of Ukraine. It was shot in front of the Ukrainian presidential palace. The lawn and fountain seen in the original video of the song are from the Ukrainian Presidential Palace.
Special permission was obtained from the Ukrainian government for its shooting. However, the Russo-Ukraine War had not yet started at that time. In such a situation, there was no special problem in getting permission for shooting.
