In the year 2011, Hina Rabbani Khar was the last Foreign Minister of Pakistan to come to India as Foreign Minister. After this no Pakistani foreign minister has come to India. In such a situation, if Bilawal comes to India, then it will be the first time after 11 years that a Pakistani Foreign Minister has come to India.
India has formally sent invitations to Pakistan and China as well as all member states of the Shanghai Cooperation Organization (SCO) to participate in the upcoming foreign ministers’ meeting. The Shanghai Cooperation Organization meeting will be held in Goa from May 4 to 5. India has sent an invitation to Pakistan and Minister Bilawal Bhutto. Apart from this, China’s Foreign Minister Qin Gang has also been invited.

Indian Foreign Minister S Jaishankar has sent an invitation to Pakistani Foreign Minister Bilawal Bhutto to visit Goa in the first week of May for the meeting.
However, it has not yet been confirmed by Pakistan whether Bilawal Bhutto will come to India to participate in this meeting or not. On the other hand, according to a newspaper of Pakistan, considering the importance of this forum, the possibility of Pakistan keeping distance from it is very less.
India formally took over the chairmanship of the Shanghai Cooperation Organization (SCO) on 16 September. SCO includes India as well as countries like Pakistan, China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. India has also sent Russia and Central Asian member countries including China and Pakistan.
